Peter Liebert, SC Magazine 2019 Chief Security Officer of the year and former State of California Chief Information Security Officer (CISO), is a security visionary who has tackled some of the most complex security issues imaginable during his 19 years of leadership experience and 10 years of cybersecurity experience in private, Federal, and State Government organizations. An accomplished cybersecurity expert with deep technical knowledge and a well-regarded public speaker, Peter is well versed in translating complex security risks and issues to broader audiences as well as leadership bodies such as Boards of Directors. The 100 Women in 100 Days program is developing security experts for companies like Intel, IBM, Centene, VSP and others. Carmen’s program provides these women with a free education and accreditation needed to obtain the top industry certifications. Malcolm Harkins is the Chief Security and Trust Officer at Cymatic reporting to the CEO and is responsible for enabling business growth through trusted infrastructure, systems and business processes. He has direct organizational responsibility for information risk, security and privacy policy. Previously, Harkins was Chief Security and Trust Officer at Cylance and Vice President and Chief Security and Privacy Officer (CSPO) at Intel. In that role, he was responsible for managing risk, controls, privacy, security and other compliance activities for Intel’s information assets, products and services.

Mr. Rosenquist is a member of multiple advisory boards and consults on best-practices and emerging risks to academic, business, and government audiences across the globe. He specializes in security strategy, measuring value, developing best-practices for cost-effective capabilities, and establishing organizations that deliver optimal levels of cybersecurity, privacy, ethics, and safety. He is an experienced keynote speaker, author, and actively collaborates with industry partners to tackle pressing problems on a wide range of cybersecurity topics.

An award winning leader in Internet governance, George has twenty-five years of experience working with enterprise businesses and service providers. George grew up in Sunnyvale and Pollock Pines, CA graduating from El Dorado High School and Cosumnes River College prior to graduating from CSUS. George heavily advocates Breast Cancer Awareness and Women’s Health and is a Level II apprentice blacksmith.

 

Kimberly Owen

Kimberley Owen is currently the first CISO at the California Earthquake Authority (CEA). Kim has worked in the Information Security industry for more than 15 years serving in various roles including Director Information Security at E&J Gallo Winery and CISO at ChargePoint, Inc, and CyberSecurity Consultant. Starting out at Intel Corporation-where she cut her teeth in Infosec for nearly a decade, focused on Cyber Threat Intelligence, Incident Response, and Risk Management. After leaving Intel, she began the ‘Security Grown Up’ phase of her career where she was responsible for not only identifying security issues, but also fixing them. This included assessing, building out, and maturing Information Security Programs, and participating in and eventually performing Infosec / IT Audits. Prior to joining the Information Security Industry, Kim served in the US Army as a Military Intelligence Officer.

 

Dave Petree

David is the inventor and former CEO for Cloak and Dagger Encryption and CBO for Security Together. He holds patents in secure computing and password recovery for file level encryption. He has worked with the top engineers at Cisco, reengineering PC hardware into a more secure format as well as the head hospitalist at the Mayo Clinic developing a health and lifestyle application based on over 800 markers of your personal genetics. He’s had a number of television and radio appearances as well as been a speaker at multiple events including the Federal Bar Association and the United Nations Summit on Cyberspace in The Hague, Netherlands in 2015. David graduated Magna Cum Laude with a degree in business/project management from Colorado Tech as well as graduating with distinction with an Advanced Degree in Data Analysis from Oxford University.

Abhilasha Bhargav-Spantzel is a Principal Engineer at Intel, focusing on hardware-based security product architecture. She has 15+ years of experience in security and privacy. She completed her doctorate from Purdue University, which focused on identity and privacy protection using cryptography and biometrics. Abhilasha drives thought leadership and the future evolution of cybersecurity platforms through innovation, architecture, and education. She has given numerous talks at conferences and universities as part of distinguished lecture series and workshops. She has written 5 book chapters and 30+ ACM and IEEE articles and has 25+ patents. Abhilasha leads multiple D&I and actively drives the retention and development of women in technology. She is passionate about STEM K-12 cybersecurity education initiatives, as well as co-organizes regular camps and workshops for the same.

Anders Rehnval, CEO, eze System, Inc.

Anders Rehnvall is an entrepreneur and systems architect with extensive practical experience spanning from hardware and firmware to cloud systems and security. Starting over 30 years ago in Sweden, he has developed numerous systems for technical and safety related alarms and supervision. At C&K Systems Europe, he architected the Googol system that introduced remote management in markets that were completely service-call driven. After moving to California in 1999, Mr. Rehnvall led a team at Honeywell’s Security and Custom Electronics division designing a high-security control panel, still used in millions of American homes and businesses. In 2009 he co-founded eze System, where he merged the reliability of high-security alarm systems with the complexity and versatility of industrial controls, resulting in the ezeio product line. The ezeio is used to control irrigation and water supply in agriculture, managing oil and gas well sites and improving environment and drying processes at construction sites as well as many other IIoT applications. Mr. Rehnvall lives in Folsom, California with his wife and two children.

Kevin Kane has led many technology companies to double-digit growth, increasing shareholder value resulting in multiple liquidity events over his 25-year career. Kevin has non-profit and for-profit advisory board experience. Kevin’s experience in the healthcare vertical includes launching a joint venture with an electronic health record (EHR) SaaS offering for a multi-billion healthcare organization. Most recently, Mr. Kane served as CEO of Linkd, a project management collaboration SaaS solution designed to increase project productivity in the capital-intensive construction space. A resident of the Sacramento region, Mr. Kane is involved in economic growth activities in the community.

Arlen Orchard

Arlen Orchard, Chief Executive Officer and General Manager, Sacramento Municipal Utility District (SMUD); Chairman of the Board, California Mobility Center.
Keynote Speaker: California Mobility Center

Arlen Orchard was named Chief Executive Officer and General Manager of SMUD in April 2014. He reports to the SMUD Board of Directors. As CEO, he leads the sixth largest community-owned electric utility in the nation serving a population of 1.5 million residents and managing a $1.7 billion budget. Mr. Orchard is retiring from SMUD on October 31, 2020. Prior to his appointment as CEO, he served as SMUD’s General Counsel.

Mr. Orchard serves on the boards of directors of the California Mobility Center, the American Public Power Association and the Northwest Public Power Association; on the board of directors and executive committee of the Large Public Power Council; and as the President of the California Municipal Utilities Association. He also serves on the boards of directors of the Business Council for Sustainable Energy, Valley Vision, Align Capital Region, WEAVE (Women Escaping a Violent Environment), and the Greater Sacramento Area Economic Council. He was appointed to the Alliance Commission on U.S. Transportation Sector Efficiency. Mr. Orchard frequently speaks on issues impacting the electric utility industry.

Mr. Orchard received a juris doctorate degree from the University of California, Davis School of Law, a bachelor’s degree in political science from the University of Nevada, Reno, and attended UCD’s Graduate School of Management.

Jose Bodipo-Memba

Jose Bodipo-Memba serves as the Director of Sustainable Communities at SMUD. Mr. Bodipo-Memba brings over 16 years of experience in managing and facilitating environmental and public outreach processes associated with the California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) compliance. Mr. Bodipo-Memba’s projects have covered a range of technical areas including community development, specific plan development, infill development, school and facilities planning, historical research, site selection, and environmental justice. With direct project experience in San Diego, Imperial, San Joaquin, Stanislaus, Yolo, Sacramento, Sonoma, San Francisco, Yuba, Sutter, Merced, and Placer Counties, Mr. Bodipo-Memba is able to address a variety environmental and planning issues in an informed and objective manner. Mr. Bodipo-Memba is skilled in process management and consensus building amongst diverse stakeholders. Jose is the Vice Chair for Urban Land Institute (ULI) Sacramento District Council and a member of the ULI National’s Public Development Infrastructure Council.

Simeon Gant

Simeon Gant, Executive Director, Green Tech

Simeon Gant is a government relations and public affairs consultant. He is the Executive Director of Green Technical Education and Employment. Green Tech teaches high school students about career opportunities in clean energy and energy efficiency and is launching the Green Tech Net Zero Transportation Hub in Del Paso Heights to help people get to work, job training, medical visits and general errands in zero emission vehicles. Simeon has served as legislative consultant in the California State Assembly and Senate. Prior to his work in government, Simeon was a broadcast news and print journalist for an NBC affiliate and a local ethnic newspaper in Sacramento, California.

Raef Porter

Raef Porter, Transportation and Climate Change Program Manager, Sacramento Metropolitan Air Quality Management District
Panelist: Equity & Access

Raef Porter is the new Transportation and Climate Change Program Manager for the Sacramento Metropolitan Air Quality Management District. Raef has a background in transportation, land use, climate change, and business that showcases his strong interest in helping to build sustainable, equitable, and efficient systems. He comes to the Air District from the Del Paso Boulevard Partnership, where he has served as Executive Director since 2019. Raef worked closely with local residents, property and business owners, community based organizations, partner agencies, and the City of Sacramento to build and implement a collective vision for the business corridor. Prior to his time at the Partnership, Raef spent over 15 years at the Sacramento Area Council of Governments working on land use, climate change, and transportation related projects. As the Climate and Energy Team Manager, Raef oversaw projects on electric vehicles, climate adaptation, climate mitigation, transportation innovation, transportation funding, and air quality mitigation.

Alana Mathews

Alana Mathews is the Chief Consultant for the Joint Legislative Committee on Climate Change Policies for the California Legislature and an Adjunct Professor of Law. Previously appointed by Governor Jerry Brown, she served two terms as the Public Adviser for the California Energy Commission.

Mark Rawson

Mark Rawson, Chief Operating Officer, California Mobility Center

Mr. Rawson led the creation of the California Mobility Center and is leading a multi- organizational team of professionals to launch the Center. Prior to this, he managed SMUD’s Innovation and New Business Development Program which is focused on marketing and commercializing SMUD’s intellectual property in order to generate new revenue streams for SMUD. Mr. Rawson has 25+ years in research strategic planning, portfolio management, project management and public policy in renewable energy, distributed generation, storage, electric transportation, demand response and utility grid modernization. Mr. Rawson has served on numerous committees and boards nationally and internationally and testified before the
California Legislature on technology innovation.

Marc Dörfer

Marc is Chief Operating Officer at PEM Motion USA. With PEM Motion, a consulting and engineering company originated from Germany, he focuses on realizing a sustainable future. PEM brings over a decade of experience in conceptualizing, realizing, and accelerating solutions for future sustainable mobility to the table. PEM has established a one of a kind eco-system for innovation acceleration in Germany and is now taking their approach global. Marc himself matches that experience in the field of hardware innovation. Prior to his engagement at PEM, Marc worked as a consultant and research assistant for the Laboratory for Machine Tools and Production Engineering (WZL) at Aachens elite university for engineering and business (RWTH Aachen University) in the fields of innovative factory planning, innovation management, and business development. He is currently acting Director of Prototyping and Commercialization at the California Mobility Center.

Mollie Cohen D'Agostino

Mollie Cohen D’Agostino is Policy Director for the 3 Revolutions Future Mobility Program at the Institute of Transportation Studies at UC Davis. Mollie’s work spans several sectors and includes environmental policy, community development and transportation planning. She worked with the California League of Conservation Voters, the City of Oakland’s Department of Housing & Community Development, and with the Alameda County Transportation Commission. She holds an M.P.P. from the Goldman School of Public Policy at UC Berkeley, and a B.A. in Political Science and the Program for the Environment, from the University of Michigan, Ann Arbor.

Jaime R. Lemus

Jaime R. Lemus, Transportation and Climate Change Division Manager, Sacramento Metropolitan Air Quality Management District

Jaime R. Lemus is the acting Transportation and Climate Change Division Manager at the Sacramento Metropolitan Air Quality Management District. During his 19 year tenure, he has gained a wide breadth of experience working in multiple divisions. Currently, Jaime is leading the District in promoting alternative transportation technologies in the region to mitigate climate impact and improve the region. Jaime began his career with UC Davis Department of Civil and Environmental Engineering, conducting air and wastewater quality research and then his research at the California Air Resources Board studying the correlation between respiratory illnesses, air pollution and environmental degradation. Jaime holds Bachelor of Arts degrees in both Native American History from UC Davis and Environmental Studies from Sac State.

Garrett Brinker

Garrett Brinker, Partnerships Principal, Via

As a Partnerships Principal, Garrett is focused on creating new relationships with cities, transit agencies, transportation operators, and private institutions. He helps them understand their goals and priorities, and advises these partners on building the most optimal tech-enabled mobility solutions that help solve the unique challenges within their communities, guiding these partnerships from project conception through launch. Prior to Via, Garrett was Chief of Staff and a Product Manager at Neighborly, a fintech startup that financed public infrastructure projects and helped democratize access to municipal bonds. He has also worked in a consulting capacity, advising cities on mobility technology solutions and in the political sphere, for the Democratic National Convention Committee. Garrett received his Master of Public Policy from Georgetown University’s McCourt School of Public Policy, focusing on technology and energy policy. He holds a B.A. in Political Science from the University of Chicago.

Monica Hernandez

Monica Hernández joined the Sacramento Area Council of Governments in 2007 and serves as its director of innovation and partnerships. She is responsible for the development and implementation of the Innovative Mobility Program, Race, Equity, & Inclusion Initiative, New Mobility Accelerator, the Commercial Corridor Task Force, SACOG Youth Leadership Academy, and agency communications. Ms. Hernández has a passion for leadership and talent development. She is the member of Sacramento’s Urban Land Institute Executive Committee, Chair of ULI’s Women’s Leadership Initiative and is a mentor for Women’s Transportation Seminar. She holds a bachelor of arts degree from Sacramento State and a master of science degree from Purdue University.

Neal Best is the Founder of Best Company Consulting which specializes in company growth, economic development and commercial real estate strategy. Originally from Northern Ireland, Neal has over 17 years international experience in corporate consulting including London (UK), Chicago and San Francisco before moving to Sacramento in 2016. He is the acting Director of Business Development & Strategic Partnerships for the California Mobility Center.

Dr. Khuram Arif

Khuram Arif MD, MBA, CPE, Chief Medical Officer, Western Health Advantage
Speaker: The Future of Healthcare in a Post-COVID-19 World

A board-certified pediatrician, Dr. Khuram Arif practiced for 19 years. He keenly understands challenges facing physicians and advanced clinicians and the imperative of preserving the joy of practice. Dr. Arif spent a decade in physician leadership helping doctors transition from volume to value based care. Most recently he served as Chief Medical Officer at Woodland Clinic and Medical Director Managed Care at Mercy Medical Group.

Dr. Arif obtained his medical degree at Aga Khan University in Pakistan, then completed a general pediatrics residency at SUNY Brooklyn where he also served as chief resident. After a three-year stint in a federally qualified, underserved area in New Mexico he moved to Sacramento in 2005. Dr. Arif has presented on the physician and advanced practice clinician team, written about home mailing programs for colon cancer screening, and represented physicians as an expert witness to help the California Senate with healthcare lawmaking. He obtained an MBA from UC Davis in 2014, and became a Certified Physician Executive with the American Association of Physician Leadership in 2019.

Dr. Arif believes firmly in the Quadruple Aim and supports clinical provider satisfaction, patient experience improvement, the use of clinical quality metrics and value-based cost-effective care delivery.

Robert Segar

Robert Segar, Associate Vice Chancellor, Campus Planning and Environmental Stewardship, UC Davis
Speaker: Aggie Square

Robert “Bob” Segar is Associate Vice Chancellor for Campus Planning and Environmental Stewardship at UC Davis. He has led UC Davis through a dramatic physical transformation. Bob is known for his lead role in planning the UC Davis “front door” along Interstate 80, anchored by the Buehler Alumni Center, the Mondavi Center for the Performing Arts, the Graduate School of Management at Gallagher Hall, the Mondavi Institute for Wine and Food Science, the Manetti Shrem Museum and the Welcome Center/Conference Center/Hyatt Hotel, as well as public landscapes including the teaching vineyard, Vanderhoef Quad and improvements to the UC Davis Arboretum. Working with arboretum leadership, he has helped reinvent the campus landscape as a sustainable public garden that provides meaningful learning and leadership opportunities to students and community members. Bob graduated from Stanford University with a B.A. in urban studies and has a Masters Degree in Landscape Architecture from the University of Michigan.

Mark Romney

Mark Romney joined the University of California, Davis in 1991 and currently serves as the Chief Industry Alliance Officer for the Aggie Square initiative as well as the Director of Research Development & Industry Alliances for the UC Davis School of Medicine. Mark has over 30 years of leadership experience in higher education master planning, with an emphasis in research and industry planning and development initiatives. Mark is often called on by UC Davis schools and colleges to advise on master planning and programming of research facilities. Mark also serves as the primary negotiator and facilitator for industry partner colocations on the Sacramento campus providing the vital connection point between university administrators and corporate executives. Mark currently serves on the National Board of Directors and Executive Council for AURP.

Francis Kong, MD

Francis Kong is currently the Co-Founder and Curator of Imagine Talks Leadership Conference and a Lecturer at UC Berkeley Haas School of Business. He has been with Imagine Talks for 7 years and 4 years at UC Berkeley. He earned his BA in Biology from UC Berkeley, his MS in Immunology from the University of San Francisco, and his MD from the Royal College of Surgeons in Dublin, Ireland. A fun fact is that Francis used to be a video game editor for magazines such as Game Players, Next Generation, and PC Gamer, prior to medical school, and is now a game design consultant in the area of computer hacking and cybersecurity game scenarios.

Peter Yellowlees MBBS MD


Peter Yellowlees, MBBS, MD, Chief Wellness Officer, UC Davis Health

Peter Yellowlees is a British-born American physician, researcher, academic and administrator. He is Chief Wellness Officer at UC Davis Health and Professor of General Psychiatry at University of California, Davis. He is also the Vice Chair for Faculty Development in the Department of Psychiatry and Behavioral Sciences at UC Davis. He holds the Alan Stoudemire Endowed Chair in Psychiatry and is the Director of Physician Health Program at UC Davis Psychiatry. He chairs the UCDH Wellbeing Committee.

Yellowlees has conducted research in the areas of psychiatry, telemedicine, health informatics and physician health. Most of his research has been focused on the doctor-patient interface and how technologies can be used to promote high quality care and improve physician well-being. He has written over 250 academic papers and book chapters and 7 books. Yellowlees was the author and presenter of The Medscape Psychiatry Minute, video editorials that were published every month on WebMD/Medscape from 2009–2019.

Yellowlees was President of the American Telemedicine Association in 2017, and was elected as a fellow of the Australasian College of Health Informatics in 1999, and as a member of the American College of Psychiatrists in 2015. He is a Fellow of the American Telemedicine Association, a member of the Royal College of Psychiatrists and a Fellow of the Australian and New Zealand College of Psychiatrists.

Nicoleta Bugnariu

Nicoleta Bugnariu currently serves as the Founding Dean of the School of Health Sciences at the University of the Pacific, leading innovative graduate healthcare programs in audiology, clinical nutrition, nursing, physician assistant, occupational therapy, speech language pathology, physical therapy, social work, and athletic training. A graduate of University of Ottawa, Canada (BSc and PhD) and Texas Christian University (MBA), she has more than 25 years of experience as a physical therapist, neuroscience researcher and higher education administrator.

Davis Liu, MD is a board certified family physician, patient advocate, physician leader, blogger, and the author of two books, including The Thrifty Patient – Vital Insider Tips for Saving Money and Staying Healthy. He’s passionate about making healthcare more convenient, personalized, and affordable. Prior to joining, Dr. Liu was a practicing primary-care doctor for fifteen years at Kaiser Permanente in Roseville, California. He also served on the Permanente Medical Group (TPMG) Board of Directors as Vice Chair of the Finance and Audit committee and the Governance committee. Dr. Liu graduated summa cum laude and Phi Beta Kappa from the Wharton School of Business at the University of Pennsylvania. He received his medical degree from the University of Connecticut School of Medicine.
