JAY SONG
Jay is the CTO at the largest law enforcement agency (CHP) in California, responsible for directing the high-demand IT operations to support CHP’s critical public safety services to 40 million Californians and visitors around the world. He has over twenty years of executive IT leadership experience directing and managing complex IT operations in both the private and public sectors. He was the Chief Information Officer at the California Department of Forestry and Fire Protection (CAL FIRE) and supported the largest emergency response and fire protection operations in the US. He also previously served as Deputy CIO at Department of Water Resources and spent 10 years at HP. He is well versed in emerging technologies with extensive experience in directing large government operations and deploying cutting-edge technology solutions to enable digital transformation, meeting the critical business operation need today and preparing for the challenge of tomorrow!

Charlotte is the CEO & Cofounder of HUMANBULB, a 501c3 nonprofit that provides innovation entrepreneurship & acceleration programs focused on underrepresented communities.
Charlotte has organized regional Startup World Cup Regional Competitions from 2018-present in Sacramento, Austin, Dallas, Southern California, Salt Lake City, Silicon Valley, Norway, Sweden, Denmark, Finland, & Latvia with 300-2000 participants at each. Startup World Cup is the largest startup competition in the world.
Charlotte organized between 30-40 innovation events, startup accelerator programs, and pitching events per year with 100-500 participants at each event between 2009-2020 in Silicon Valley on topics including: Artificial Intelligence, VR/AR/XR, Clean Tech/Sustainability/Clean Economy, Mobility, Robotics, Cyber Security, Gaming, Photonics, 3D printing, Digital Health, MedTech, DeepTech, SaaS, Life Science, Industry 4.0/Advanced Manufacturing, SmartCities, IoT, Future of Work, AgTech, EdTech, Innovation & Entrepreneurship.
Charlotte was part of an executive team of 4 that established the San Francisco office for the European Commision’s public-private partnerships to expand the EU’s connections in the US in digital, food, health, sustainability.
Charlotte has practiced law representing technology companies for the past 25 years. She has a JD from Stanford Law School and a BA Economics & Political Science from UC Berkeley.

Mathew is a is a member of the Sacramento Mayor’s Tech Council and advises the Mayor’s Office for Innovation & Entrepreneurship on matters related to economic development in the technology sector.
Mathew is the founder of JAPA, a trailblazing smart parking company that leverages cutting-edge data and advanced analytics to tackle parking challenges for customers. Japa supports cities and universities in enhancing their Smart City and Smart Campus initiatives.
Mathew is the Founder and Director of UC PLASMA at UC Davis, an accelerator program designed to help ventures define and build their initial products, identify promising customer segments, and secure resources, including capital and employees. UC PLASMA™ supports early-stage, growth-driven companies through education, mentorship, and financing in a cohort-based setting.
Mathew has a Bachelor’s degree in Computer Science with a minor in Technology Management from UC Davis.
